Texas USAG Xcel Rules
Official rules and policy documents for the Texas USA Gymnastics Xcel program, 2026–27 season.

- Bronze: No Culminating meet. Compulsory Season District Qualifiers allowed.
- Silver: Compulsory Season District Qualifiers allowed.Optional Season: Invitationals and:
- Sectional Championships – Must score a minimum of a 32.00 AA at a Texas sanctioned USAG event to qualify for Sectionals
- North Tx Sectional
- South Tx Sectional
- Sectional Championships – Must score a minimum of a 32.00 AA at a Texas sanctioned USAG event to qualify for Sectionals
- Gold
- North/South Central State Championship – Must score a minimum of a 32.00 AA (9.0 declared IES) at a Texas sanctioned USAG event.
- Regional Championship – Must score a minimum of a 35.00 AA at a State Championship to qualify for Regional Championship
- Platinum
- State Championship – Must score a minimum of a 32.00 AA at a Texas sanctioned USAG event to qualify for State Championship
- Regional Championship – Must score a minimum of a 34.00 AA at a State Championship to qualify for Regional Championship
- National Championship – Top 100 + ties at Regional Championships
- Diamond
- State Championship – Must score a minimum of a 32.00 AA at a Texas sanctioned USAG event to qualify for State Championship
- Regional Championship – Must score a minimum of a 34.00 AA at a State Championship to qualify for Regional Championship
- National Championship – Top 100 + ties at Regional Championships
- Sapphire:
- State Championship – Must score a minimum of a 32.00 AA at a Texas sanctioned USAG event to qualify for State Championship
- Regional Championship – Must score a minimum of a 34.00 AA at a State Championship to qualify for Regional Championship
- National Championship – Top 20 + ties at Regional Championships
Meet Entries
- It is mandatory, per USA Gymnastics to enter all USAG Sanctioned Competitions on the USA Gymnastics Reservation System. This is not in lieu of a paper entry; payment and paper entries must be mailed by the postmark deadline on the Competition Deadline Chart (may be found on the TXUSAG.com website under Meet Director or Meet Info)
- Entries and online reservations received after the deadline may be accepted by the meet director on space availability, with the approval of the competition committee. A late fee of 30% of the total entry fee will be assessed up to $500 per entry, as well as possible additional penalties according to the circumstances that surround the late entry.
- Entry Fee refunds may be given prior to the Entry Deadline. Fees are non-refundable after the deadline. Please see the official competition deadline chart for specific dates. (May be found on the Txusag.com website under Meet Director or Meet Info)
Bronze: All meet entry fees set by the Invitational Host.
Silver Sectional Championship Entry Fee $85.00
Gold N/S Central State Championship Entry Fee $120.00
Platinum State Championship Entry Fee $120.00
Diamond State Championship Entry Fee $120.00
Sapphire State Championship Entry Fee $120.00
Gate Fees

Judges
The State Administrative Committee (SAC) will determine the final selection of officials for ALL Sectional Championships and Texas State Championships. Specific criteria per division listed below:
- Bronze & Silver
- 1 judge panel allowed at qualifying competitions.
- 1 judge panel plus a separate Meet Referee at Sectional Championships.
- Gold
- 1 judge panel allowed at qualifying competitions
- 1 judge panel plus a separate Meet Referee required for Sectional Championship
- 2 judge panel required plus a separate Meet Referee for State Championship
- Platinum, Diamond, Sapphire
- 2 judge panel required at qualifying competitions.
- 2 judge panel plus a separate Meet Referee for State Championships
Team Competition
- Banners are required to be awarded for all State Program Team Competitions – see official banner order form under forms button on TxUSAG.com.
- The official banner supplier company is recommended for ALL State Program competitions but is not required as long as the banner chosen meets state size, weight and quality requirements for the banner (Invitationals may use the banner company if they choose).
- Large Team: Clubs entering Team Competition 11 or more athletes will be placed into Large Team competitions. 7 scores will count for Large Team competitions.
- Medium Team: Clubs entering Medium Team Competition with 6–10 athletes will be placed in Medium Team competition. 5 scores will count for Medium Team competition.
- Small Team: Clubs entering Team Competition with 3–5 athletes will be placed into Small Team competition. 3 scores will count for Small Team competition.
- At State Championship (banners must be used): Teams will be awarded 1st – 3rd.
- State Administrative Committee will pay for Team Awards for all Xcel Division culminating meets. No charge for team competition and all clubs will be entered in team competition based on number of athletes registered in each division for the following meets:
- Gold State Championship
- Platinum/Diamond/Sapphire State Championship
Individual Awards
- Official USAG Xcel medals are required at the State Championship
- Events: 50% of athletes entered in each age group must be recognized with medals on each of the four events.
- 100% of the athletes must be recognized in the All Around with a medal (minimum 2")
- Order Official USAG Xcel medals through your State Chairperson. Allow a minimum of 1 month shipping time.
- Meet Hosts are financially responsible for all individual awards.
Special Rules
- Athletes must be a current member of USA Gymnastics.
- USA Gymnastics highly recommends that athletes have a solid base of skill mastery to allow these young athletes to find success at the level they are moving into.
- Age divisions should be based on approximately 12–15 athletes per age group. In the event the number of athletes registered is very low or unusually high, please contact a Competition Chair for approval to distribute athletes into age divisions.
- Any gymnast who has previous competitive experience in programs outside of USA Gymnastics must petition to enter at Gold Division or above by submitting a formal written request to the State Administrative Committee and Xcel Chair.
- Bronze
- Must be minimum 5 yrs old by day of competition.
- Previous experience as Dev Level 1 or 2 OR gymnasts with no previous competitive experience may enter at the Bronze Division.
- Silver
- Must be minimum 6 yrs old by day of competition.
- Previous experience as Dev Level 1, 2, 3 OR gymnasts with no previous competitive experience may enter at the Silver Division.
- Gold
- Must be minimum 7 yrs old by day of competition.
- Previous experience as Dev Lev 3 or 4 OR gymnasts with no previous competitive experience may enter at Gold Division.
- Platinum
- Must be minimum 8 yrs old by day of competition.
- Previous experience as Dev Level 5–7 OR must have scored a minimum of 32.00 AA at the Xcel Gold Division or 8.50 as an Individual Event Specialist (IES)
- Diamond
- Must be minimum of 9 yrs old by day of competition.
- Previous experience as Dev Level 7–8 OR must have scored minimum of 32.00 AA at the Xcel Platinum division or 8.50 as an Individual Event Specialist (IES)
- Sapphire
- Must be minimum of 12 yrs old by day of competition.
- Previous experience as Dev Level 8–10 OR must have scored a minimum of 32.00 AA at the Xcel Diamond division or 8.50 as an Individual Event Specialist (IES).
Individual Event Specialist must declare 1 week prior to the State Meet Deadline of their division.
